Sounds like a good idea. Maybe also moving off-topic discussion--even useful, well-reasoned seemingly inoffensive off-topic discussion--into its own moderated section of the forum. (or similar... does the forum still exist?). Hopefully it wouldn't be more trouble than it's worth...
